NIFI-13054: Tooltip improvements (#8657)
* NIFI-13054:
- Using Overlay for tooltips which correctly handle z-index and improvement
positioning logic.
* NIFI-13054:
- Removing wrapped elements that are no longer needed with the use of Overlay
for dialog handling.
This closes #8657
