It seems that this is the intended behavior and consistent with legacy nifi.
The pasted component is located at the same position as the mouse pointer. This
just seems a bit confusing since
* when pasting with the keyboard shortcuts the pasted component is not
positioned based on the mouse pointer location
* when pasting via the context menu the user may expect that the component to
be pasted where they right clicked on the canvas to open the context menu
