Summary: UI - Make it more obvious that NiFi is not responding

If I am navigating the new UI and NiFi is stopped, I get a small popup that
says "Failed to load cluster summary - [An unspecified error occurred.]
Dismiss" If I dismiss this popup, then I am left with a UI that appears to be
unresponsive.
The old UI used to change the whole page to an "Unable to communicate with
NiFi" page.
Is there anything we can do to make it more obvious in the new UI that the NiFi
server isn't responding?
