In order to expose a way to send notifications when bulletins are created by
processors/controllers, it'd be nice to have a reporting task able to send
bulletins over site to site (as {{SiteToSiteProvenanceReportingTask}}). This
way, with this reporting task, it is possible to send bulletins to any external
systems using the available processors.
Note: with the current bulletin repository implementation
({{VolatileBulletinRepository}}), only up to 5 bulletins are stored per
component and up to 10 bulletins at controller level for a duration of up to 5
minutes. If this reporting task is not scheduled frequently enough some
bulletins may not be sent.
