[~joewitt] ConsumeSlack is able to fetch the reactions if "reactions.get" scope
is provided, but the goal is not to fetch reactions for all messages in a given
channel but really being able to fetch reactions for specific messages that
have been consumed by ConsumeSlack or published by PublishSlack.
Modifying the ConsumeSlack processor to serve this purpose would make it more
complicated in terms of configuration.
It seemed like a better choice to have a dedicated processor for fetching the
reactions only.
