Description: Controller services are parsed from the root level in the yaml
configuration and from the rootProcessGroup in the json configuration. In both
cases these (was: Controller services are currently only root level nodes in
the flow configuration. We should support controller services on process group
level as well. Each controller service defined in a process group should have
the scope for the process group and its nested process groups similarly to
NiFi's implementation.)
