The NiFi Jetty Server includes logic for evaluating exceptions when attempting
to load framework web applications. When any framework web application fails to
initialize, the Jetty Server should stop and the launch process should end.
Some types of exceptions do to trigger Jetty Server shutdown behavior, so
exception propagation should be evaluated and updated to ensure that the launch
process status considers the status of framework web applications.
