The GitHub Actions continuous integration workflow includes test code coverage
evaluation as part of the Ubuntu Linux build. Although this information is
useful on a general basis, it is less important for pull request reviews in the
current process. For this reason, code coverage evaluation should be moved to a
separate workflow that runs on a scheduled basis, avoiding the need to run it
for every pull request and push.
