The NiFi Toolkit's {{get-access-policy}} throws an Error if the wanted Policy
is not found for {{nifi}} (although it returns an empty result for the same
command in {{registry}}).
It would seem better to return an empty result for {{nifi}}, as it is valid for
an Access Policy to not yet exist for a resource & action, which can then be
created.
