TOML is becoming a popular data format and has parsing/writing support for many
languages including Java. Given its use for Python configuration (among other
things) and its capabilities for structured data with a rich set of datatypes,
it would be nice to have Reader and RecordSetWriter controller services to
support the TOML format.
