Description: Currently, the NoOpProvenanceRepository is only available in
MiNiFi. It would be beneficial to include it in the main NiFi codebase as well.
This enhancement would allow users of the main NiFi to utilize the
NoOpProvenanceRepository for testing or specific use cases where provenance
tracking is not required. (was: Include NoOpProvenanceRepository in main NiFi
instead of only in minifi.)
