One such condition is a zero-byte FlowFile and lack of being in the global Access Policy, 'Query provenance'. The kebab should always be present because 'View details' will always be an option regardless of other conditions such as file size and access policies. (The 'view the data' component Access Policy was already checked in order to list the queue at all.)
