A notification window/system in NiFi is something that I think is sorely 
needed, especially as more and more features are added.  There should be a 
central place where the user can view and interact with issues that are 
affecting the flow or the user's ability to modify the flow.  I agree with 
[~rmoran] that it would make sense conceptually to the user to expand the 
Bulletin implementation for this.  Perhaps a new Jira is needed, since this is 
much larger/different than the concept of "sticky" bulletins.
