Summary: Create new policy

Add a button with the text ‘New Policy’ next to the policies table in the edit
bucket side menu. Clicking on this button opens a dialog that contains a list
of users. Columns are displayed name, which is sortable, and a selection
checkbox. At the bottom of the modal, there should be 4 checkboxes for
permissions: All, Read, Write and Delete. When a user clicks Apply, the
selected users will have their permissions changed to whatever checkboxes were
selected. The bucket policies table for that bucket should be updated with the
new policies on successful submission.
