I mentioned above that I would investigate further. I did but I forgot to
provide an update to this ticket. The issue here was introduced when the
ability to upload assets was introduced to the API. The rules for marking a
Parameter for deletion changed and the Parameter Provider logic for issuing
Parameter Context updates was not updated with the new logic.
