Summary: Controller Service documentation UI fails to render if
@Tags annotation is missing

When viewing the documentation in the UI for a Controller Service that does not
have the {{@Tags}} annotation, the page renders a blank section. Only the
bundle is shown—no description or tags are displayed.
Additionally, if another component's documentation is viewed first, and then
the Controller Service without tags is selected, the title updates but the main
content area continues to display the previous component’s documentation.
