The system test method FlowSynchronizationIT.testComponentsRecreatedOnRestart
fails intermittently, throwing an exception when attempting to disable the
StandardCountService, indicating that the associated Count Processor is still
running, returning an HTTP 409 Conflict response to the client class.
Further evaluation of the test logs and behavior is required.
