The OpenTelemetry Proto library should be upgraded to version
[1.7.0|https://github.com/open-telemetry/opentelemetry-proto/releases/tag/v1.7.0]
to incorporate current updates to the OTLP Specification for request and
response objects. The latest library also aligns with support for version 4 of
the Protobuf library.
