NiFi 1.0.0 included a fallback strategy for sending a user registration request
to a remote NiFi node when receiving an unauthorized status response for Remote
Process Group communication. This compatibility code supported communication
with versions of NiFi prior to 1.0.0, but is no longer needed. The fallback
strategy should be removed from the Remote Process Group error handling.
