Add MAX_WAIT_TIME property to PutKinesisFirehose for batch processing.
If the processor has not reached BATCH_SIZE or MAX_MESSAGE_BUFFER_SIZE_MB in
MAX_WAIT_TIME, then it will send the batch as-is.
