Following the pattern of refactoring Login Identity Providers configuration
loading, framework loading of authorizers.xml should be refactored to move away
from JAXB to XML DOM parsing. The refactored implementation should remove the
need for the JAXB class generation Maven plugin, and also remove the JAXB
dependencies from the framework authorizer module.
