Both test classes TestLuceneEventIndex and TestTailFile had annotations to
disable them to be run on Windows which may have been for historical purposes
but now they seem to run on Windows just fine.
The purpose of this ticket is to re-enable TestLuceneEventIndex and
TestTailFile on Windows.
