This was originally moved to align with changes made in the bulletin board. On 
the bulletin board, the bulletins are intended to be like a log, where a 
bulletin can be on a single line. Having the copy in the middle between the 
severity and the message caused some really bad wrapping on hover issues so it 
was moved.
To keep things aligned, we also moved the copy icon in the bulletin tooltips.

These are displayed differently and didn’t have the wrapping issue, but to keep 
them similar it was decided to move it here too.

 

However, due to space limitations in the tooltip, it has made it more difficult 
to find the copy icon if it isn’t within the scrollable area. We should move 
this back to where it used to be to help users find the copy easier.


_This should only be changed in the bulletin tooltip as its DOM structure 
allows for the copy icon to show next to the severity. On the bulletin board, 
it is more fluid in that it attempts to put the entire bulletin (date, 
severity, and message) all on one line if it can. dynamically injecting the 
copy icon in the middle can cause undesirable layout/wrapping issues._
