When a Connector is started, if it contains a Stateless Group, the framework
has to perform a sync on an empty process group for each concurrent task
allocated to the stateless group when it creates the StatelessGroupNode. When
this happens, it registers the Stateless Group's Parameter Context. We want to
avoid this if using a Connector.
