This is still an issue in 2.8 as seen in the following error log message

parser processing null: net.sf.saxon.trans.XPathException: I/O error reported
by XML parser processing null
- Caused by: java.io.FileNotFoundException: /nifi/people.dtd (No such file or
directory){code}
