When a secret stored in AWS Secrets Manager is not a JSON key/value object
(e.g., a PEM-encoded private key stored via --secret-string
file://path/to/key.pem), the parameter provider silently discards it. This
should be supported and the parameter name and group name should both be set to
the secret name.
