As surfaced from unstable test behavior in TestSocketLoadBalancedFlowFileQueue,
the StandardRebalancingPartition can continue to distribute FlowFiles for a
period of time after the stop method has been invoked.
The implementation needs to be revisited to avoid lock contention and also
ensure expected behavior when calling the stop method.
