Similar to what was done in NIFI-15216, the goal is to add a new controller
service to support GCP IAM authentication against CloudSQL instances using
workload identity federation and have password-less authentication when using
DBCP Connection Pool controller service to interact over JDBC with database
instances running in GCP CloudSQL.
