Several different methods across multiple REST API Resource classes implement
authorization handling for Process Group update and replace operations. These
methods should be centralized for improved testing and consistent behavior.
With pending changes to simplify framework authorization handling, this
streamlined approach should also make it easier to track the location and
implementation of fine-grained authorization handling for subsequent removal in
future major release versions.
