If a connector's managed Controller Services get stuck in {{ENABLING}} (for
example, {{LifecycleFailureService}} with a high failure count), stopping the
connector does not complete. The connector stays in {{STOPPING}} and may never
reach {{STOPPED}}, and the services can remain {{ENABLING}}.
