At the moment if a connector is stopped and restarted, it does not ensure that
its referenced secrets would be refreshed as we may be using the cached value
from when the connector was running. The goal of this change is to bypass the
secrets manager caching when the connector starts to make sure we have
refreshed values. This can be used as a way to address secrets rotation by
simply restarting the connector.
