intermittently fails with {{expected: <0> but was: <1>}} on the
{{disableInvocationCount()}} assertion.
After [NIFI-16288], disabling a Controller Service that is still in
{{ENABLING}} interrupts the active {{@OnEnabled}} invocation and then runs
{{@OnDisabled}}. The test previously asserted the old transient behavior:
{{DISABLING}} state and zero {{@OnDisabled}} invocations immediately after
calling {{disableControllerService()}}.
Because disable is asynchronous, the test can pass or fail depending on timing.
The test should wait for the returned disable future and verify the final
{{DISABLED}} state with one {{@OnDisabled}} invocation.
