Add {{AUTO}} to {{SchedulingStrategy}} so Processors can request
framework-managed scheduling.
Add an inherited {{@AllowsAutoScheduling}} annotation with runtime retention
and a default value of {{true}}. Processors support AUTO when the annotation is
absent. A Processor can use {{@AllowsAutoScheduling(false)}} when changing its
concurrent task count would be unsafe, and a subclass can override an inherited
value.
These API additions are required before the automatic Processor scheduling
implementation can be released in NiFi. This work is part of
[NIFI-16363|https://issues.apache.org/jira/browse/NIFI-16363].
