The Controller Service references REST Resource endpoint should validate
enable, disable, start, and stop operations against the referencing components
resolved by the framework for the requested state, rather than only the
identifiers supplied in the request body. The path and request body Controller
Service identifiers should match, and that identifier should be used
consistently when verifying and applying the update.
