This implements NIP-47.
Add a default {{evolveFlow}} method on {{Connector}}, plus
{{FlowEvolutionContext}} and {{AttributesTransformer}}, so a Connector can tell
the framework how to relocate or drop FlowFiles that still sit in Connections
the new flow no longer has. Add a {{RELOCATED}} provenance event type.
In the framework, call {{evolveFlow}} during Connector startup, apply
relocate/drop instructions before the Connector can start, refuse illegal
source/destination IDs as specified, and emit {{RELOCATED}} provenance events
for moves.
Keep the new {{Connector}} method defaulted so existing Connectors stay
compatible. The API should match the proposal in NIP-47 unless a small
deviation is needed during review.
