Applying parameters from a Parameter Provider can create a Parameter Context
for a synchronized group. On a standalone instance, that creation happens
before the checks performed for the apply operation and does not use the
Parameter Context creation path. Using the same code path for creation and
application avoids duplication and ensures proper handling for both cases.
