NiFi's Maven builds already publish Build Scans to develocity.apache.org. The
container images built by the \{{docker-tests}} workflow publish none. This
change adds a Docker Build Scan for each of those image builds, recording the
Dockerfile steps with their timings and cache hits, the build log, and the
packages in the resulting image.
