URL: https://github.com/apache/nifi/pull/11836

Add Connector-scoped flow definition downloads, including component state,
cluster response merging, toolkit support, and Connector canvas actions.

   # Summary

   [NIFI-16487](https://issues.apache.org/jira/browse/NIFI-16487)

Adds a Connector-scoped endpoint for downloading a managed Process Group
flow definition without requiring the Connector to enter Troubleshooting mode.

   The change:

   - Supports exporting the Connector root or a child Process Group.
   - Supports referenced Controller Services and component state.
   - Requires Connector READ permission normally and WRITE permission when
component state is included.
   - Replicates stateful exports across the cluster and merges node-local state.
   - Adds Toolkit client support.
   - Exposes the download action from the Connector canvas.
   - Validates dynamic download URL path segments.
