To support connector flow evolution we need to be able to resolve parameter
references from Secrets by reference rather than by persisting the sensitive
values. To do this we should persist the VersionedConnectorValueReference in
the VersionedConnector so the persisted flow from the prior connector version
can resolve the secret value at runtime.
