The {{FlowActionReporter}} is an optional framework extension support export of
Flow Actions for logging and auditing.
The framework provides a Context to the {{onConfigured}} method of the
{{FlowActionReporter}} which includes an Optional {{SSLContext}} that should be
present when the application is configured for TLS using {{nifi.security}}
properties.
Based on the order of instantiation in the {{FlowControllerConfiguration}} the
{{SSLContext}} returns empty in {{onConfigured}} because the Spring Framework
wires {{SSLContext}} after wiring the {{AuditService}} and then the
{{FlowActionReporter}}.
Moving this Reporter and the {{ComponentMetricReporter}} to a separate
{{Configuration}} class would avoid the invalid condition and also provide more
cohesive organization of these components.
