The new Apache Trusted Releases tool has some release quality checks which our
current artifacts do not satisfy:
[https://releases.apache.org/checks/nifi-minifi-cpp/1.1.0]
Address as many of these checks as possible:
* add SBOM
* fix/add license headers
* add Rat check to the CI job.
