I have narrowed the scope of the JIRA subject to the statement/description.
You are either updating a single processor configuration or you're updating
multiple processor configurations. This can either be done manually by a user
or through REST API calls. The real problem with this idea is that what is
left unaccounted is how the system should behave for the varying rates of data
receipt on different systems, lifecycle implications for the processors, and
what to do about important elements like login credentials.
