    @joetrite that sounds like a good catch then and it should be fixed.  The 
docs say "at least one must match" or "all must match" so there is no cause for 
'none matched (even if no attributes)' going to matched.  It should go to 
unmatched.  That is probably good for another JIRA/PR but if you want to do 
that in here I'm ok with that too personally.  Or if you just want to raise the 
JIRA/PR but not tackle that this is ok too.
