Description: If components reference a Controller Service from a nested
Process Group, the exported template will be incorrect. Specifically, it
appears that the service is duplicated and the Processors that reference it are
no longer configured with the appropriate UUID. The issue is resulting from the
code that converts the internal data model into a template assuming behavior
that was incorrect and addressed as part of NIFI-3509.
