When uploading a template after emptying a queue, it appears the "empty queue"
messages are being retained in the dialog (see
"upload_template_after_empty_queue.png"). Likewise when the enabling of a
Controller Service is cancelled, the same dialog contents (with a different
title) is displayed (see "cancel_enable_cs.png").
