The names used for policies are not consistent, and thus can be hard to follow. 
For example, a user can be granted the access policy "view the policies" or 
"modify the policies". When viewing User Policies (Global Menu > Users > View 
Use Policies), these correlate to "Admin policy for process group XYZ". This is 
non-intuitive, and suggests a policy named "Admin" exists. Suggest "Administer 
policies" or "Manage policies" instead of "Admin policy".

Similarly, the User Policies show Actions of "read" or "write". The policy 
itself is either "view" or "modify". Suggest consistent terminology to be used.
