As part of NIFI-3181, consistency between available selections in the context
menu and the enabled buttons in the Operate Palette was improved.
However, "Create template" is not an available menu selection when a component
or components on the canvas are highlighted, even though the "Create template"
button is enabled in the Operate Palette.
