Summary: Determine how to tag latest for Docker images

It appears that other ASF projects make use of the latest tag for Docker images
and we should provide a similar experience. Right now, a docker pull/run nifi
will result in the inability to run as a result of the default tag of latest
not being available which can hamper the overall experience.
Not sure of mechanics as to how this would work given the automated build and
may have to reach out to INFRA.
