I am re-opening this issue because I've come across some issues that appear to
be related to this. Controller services are not properly being validated. They
are instead using the validation context from a previous set of properties. So
if a controller service is invalid and then the properties are changed, it
still validates against the old set of properties. Also, if we click to a
controller service from a processor, it appears that the page that comes up is
not the correct page of controller services. It shows no services in the table.
Will create a new PR for this issue.
