NIFI-3736: change to honor nifi.content.claim.max.appendable.size and 
nifi.content.claim.max.flow.files properties. Added 100 MB cap for 
NiFiProperties.MAX_APPENDABLE_CLAIM_SIZE

This closes #2010.
